WHEREAS, Manhattan Young Democrats is committed to the well-being, job security, and prosperity of young New Yorkers; and
WHEREAS, the lack of regulations constricting companies that build artificial intelligence (A.I.)—particularly those at the forefront of creating advanced frontier models—pose large-scale societal risks, such as cyber-attacks and bio weapons use; and
WHEREAS, enacting regulations that require safety plan and security protocols that protect against such public safety threats, third party reviews of such plan and protocols, protections from retaliation against employees for identifying safety concerns, and disclosures of major security incidents would restrict societal risks posed by A.I.; and
WHEREAS, New York Assembly Bill 6453, the Responsible A.I. Safety and Education (RAISE) Act would enact these regulations to restrict societal risks posed by A.I.
THEREFORE, IT IS RESOLVED THAT the Manhattan Young Democrats supports the passage of the RAISE Act; and
BE IT FURTHER RESOLVED THAT the Manhattan Young Democrats urges relevant stakeholders including government officials, community organizations, and the public to take any and all steps to assist in the passage of safety regulations of A.I. for the protection of public safety.
